Request for Proposals: Income Verification Services

The Massachusetts Clean Energy Center (MassCEC) seeks a qualified provider to deliver income verification services for the Massachusetts Solar for All (MASFA) program. MASFA is a five-year, $156 million EPA-funded initiative designed to expand access to clean and affordable solar energy to low-income and disadvantaged communities throughout Massachusetts.

The selected provider will establish and operate a robust, accessible, swift, and secure process for receiving, processing, and verifying household income information. The service must minimize burden on participating households and will be offered at no cost to households. The provider will support multiple MASFA programming tracks, including zero-interest solar loans and solar leases for single-family homes, third-party and direct ownership initiatives for solar systems on public and private affordable multifamily housing properties, and low-income community shared solar initiatives.

Top candidates will demonstrate extensive experience providing income verification services at volume, a documented history of working with MASFA-eligible populations, and the ability to create secure and accessible consumer journeys. The provider must ensure all processes comply with federal EPA requirements and program guidelines.

Key dates include: RFP release on March 13, 2025; questions due March 21, 2025; answers posted March 28, 2025; proposal submission deadline April 11, 2025 by 5 pm ET; top candidate interviews scheduled for the week of April 21, 2025; and award notification on April 30, 2025. Please note that while funding has been obligated, circumstances outside MassCEC's control may require delays, cancellations, or adjustments to fund availability or program modifications.
