Request for Proposals: MASFA Solar Quality Assurance Provider

MassCEC is seeking a qualified firm with significant expertise in installation and/or inspection of residential solar photovoltaic (PV) systems in Massachusetts to provide consulting and quality assurance services for the Massachusetts Solar For All (MASFA) program. MASFA is a five-year program funded by a $156 million award from the US Environmental Protection Agency (EPA) designed to expand access to clean and affordable solar energy to low-income and disadvantaged communities across Massachusetts.

The selected firm will be responsible for multiple critical tasks throughout the program period: developing and periodically updating minimum technical requirements for PV systems (including electrical and building code, equipment, warranties, energy production, and system design requirements); performing design reviews of potential PV systems; conducting inspections of installed systems; and providing other technical services as needed to support MASFA programming. The program is expected to include approximately 5,500 small residential projects, 150 multifamily projects, and 75 community shared solar projects. The firm will work with systems ranging from small residential installations to multifamily buildings and community solar installations.

Key dates include: RFP release on April 14, 2025; questions due by April 22, 2025; answers posted by April 28, 2025; proposal submission deadline of May 12, 2025 at 11:59 pm; interviews of top applicants during the week of May 19, 2025; and award notification on May 28, 2025. Previous comparable work under MassCEC's Mass Solar Loan program (2015-2020) resulted in over 200 inspections completed across approximately 5,800 total installations. The selected firm should have capacity to support the maximum volume and rate of design reviews and inspections anticipated and should describe how their proposed approach will lead to the greatest impact in overall system quality under MASFA programming.
