Request for Proposals: Mass Timber Accelerator Consultant

MassCEC is seeking a qualified consultant with subject matter expertise in Mass Timber to manage the Mass Timber Accelerator, a new initiative designed to increase understanding of Mass Timber benefits among building developers, design teams, and general contractors. The program aims to demonstrate cost-saving use cases for Mass Timber construction, increase industry knowledge about construction timelines and climate impacts, decrease upfront carbon in building projects, and position Massachusetts as a leader in reducing embodied carbon through Mass Timber as a climatetech solution.

The selected consultant will be responsible for all aspects of program management, including designing a cohort-based program with technical assistance support and networking opportunities; recruiting projects to participate; coordinating application reviews from developers, design teams, and contractors; engaging key stakeholders as industry experts; providing or coordinating technical assistance; and reviewing analyses of time to build, cost, and embodied carbon savings. The consultant must prepare a final report synthesizing key takeaways.

Key dates include a Questions deadline of November 5, 2025, with answers posted by November 13, 2025. The proposal submission deadline is November 26, 2025 at 11:59 PM ET. Top applicants will be interviewed in mid-December 2025, with award notifications in January 2026. Program administration is anticipated to run from mid-2026 through 2028, with contracting expected in mid-2026.

Applicants must submit complete proposals via email to buildings@masscec.com as a single PDF document. Required attachments include an Authorized Applicant's Signature and Acceptance Form, Application Form, Proposed Budget and Schedule, resumes of key personnel and project partners, up to three relevant work samples, and up to three references. The consultant must allocate at least $30,000 for a technical assistance subconsultant. Applications including matched funding for technical assistance will be scored higher. The award potential is $180,000.
