Request for Proposals: NASEO Energy Equity Advisor

The National Association of State Energy Officials (NASEO) seeks a Senior Advisor (Consultant) to provide expert insight and perspective on incorporating equity considerations into NASEO deliverables, products, and events. The Senior Advisor will support State and Territory Energy Offices in advancing energy equity and climate justice initiatives, with a focus on ensuring that energy infrastructure investments and policies address the needs of disadvantaged communities regardless of race, ethnicity, socioeconomic status, or geographic location.

The engagement is estimated to begin in March 2022 and conclude no later than September 2022, with a potential extension pending available funds. The Senior Advisor will commit approximately 20 hours per month and will be responsible for three primary task areas: (1) Strategy and Planning, including serving as a technical advisor on equity to NASEO's Energy Security and Electricity Committees, assisting with State Energy Security Planning guidance for disadvantaged communities, providing input on clean energy research and development publications, and identifying equity gaps in NASEO programming; (2) Review of Resources, including providing input on educational webinars on energy security, resilience, and equity, and guidance for state implementation of energy equity concepts; and (3) Providing Technical Assistance, including supporting NASEO members with technical questions and participating in relevant NASEO events.

Key dates include a kickoff meeting prior to commencement of formal tasks, monthly invoicing and progress reports due by the tenth of each month, and the project period running from March 2022 through September 2022. Compensation will be based on an hourly rate provided by the Senior Advisor, with monthly invoicing for actual work completed and hours spent. NASEO will reimburse for actual milestones achieved once payment is received from the Department of Energy (DOE). All work must comply with DOE cooperative agreement requirements and mandatory provisions. The contract is contingent on DOE approval and becomes effective when signed by both NASEO and the Senior Advisor.
