Request for Proposals: NASEO Equity in Energy Security and Resilience Education Program

NASEO (National Association of State Energy Officials) seeks a consultant to develop and implement an educational program addressing energy equity and resilience for State and Territory Energy Offices. The program aims to support disadvantaged and at-risk communities in meeting their energy security and resilience objectives by providing technical assistance and guidance to State Energy Officials.

The consultant will develop a comprehensive educational program consisting of four webinars and two written products. The first webinar will serve as an introductory session to gather feedback from NASEO members and stakeholders on topics related to energy equity, resilience, and state energy security. Three subsequent educational webinars will be designed based on landscape analysis and member feedback. The consultant will also conduct a background material review examining current energy equity and resilience strategies employed by state and territory energy offices, identifying gaps and opportunities for improvement.

Key deliverables include: (1) a background material review and summary (maximum 4 pages) analyzing relevant state energy office resources and current landscape of energy security with equity considerations; (2) design and hosting of four virtual webinars (each up to 2 hours with 1 hour facilitated discussion); (3) two final written products including a summary of key takeaways and lessons learned, and an Appendix/Annex outline or framework for integrating equity into State Energy Security Plans. All webinar presentations will be recorded and slides shared with NASEO members, with the facilitated discussions recorded for internal reference only.

The project timeline runs from February 2022 through August 2022, with key milestones including: background material review due March 2022, introductory webinar in March 2022, three educational webinars in April, May, and June 2022 respectively, and final written products due July 2022. The consultant must allow four weeks in the schedule for internal and external reviews and revisions, with DOE final review potentially requiring an additional four weeks. This is a competitively bid project with compensation based on actual hours and milestones achieved on a monthly invoice basis, using the DOE EERE budget justification spreadsheet for cost proposals by task.
