Request for Proposals: NBMCT Phase III Warehouse Renovation

MassCEC seeks qualified contractors for Contract No. MACEC-FY26-01 to perform Phase 3 Warehouse Building Renovation (Site 2) at the New Bedford Marine Commerce Terminal (NBMCT). The scope of work includes comprehensive building renovations encompassing demolition, repairs, and rehabilitation improvements. Specific work includes installation of fire protection systems (fire alarm and sprinkler systems), electrical systems, plumbing, HVAC systems, office buildout, and exterior building envelope improvements (foundations, exterior closure, windows/doors, and roofing). All work is expected to be performed from fall 2025 through spring 2026, with completion required before subsequent terminal expansion projects commence in spring 2026.

Key dates include: RFP release on August 22, 2025; pre-bid meeting (virtual, non-mandatory) on August 28, 2025 at 1:00 pm ET; site visits on September 3 and September 4, 2025 from 9:00 am to 2:00 pm (architect will be on-site on September 3 only); questions due via QuestCDN by September 9, 2025 at 5:00 pm; answers provided by September 15, 2025; bid proposals due via QuestCDN by September 19, 2025 at 12:00 pm ET; contractor interviews (virtual) on September 24, 2025; notice of award on October 2, 2025; and notice to proceed on October 30, 2025.

Bidding documents (plans and specifications) must be downloaded from www.QuestCDN.com for $22.00 (Quest eBidDoc #9844154) on or after August 22, 2025. Bidders will be charged $42.00 to submit their proposal electronically through QuestCDN. All interested parties are required to be registered planholders for this project and will receive communications including addenda, meeting invitations, responses to bidder questions, and any revisions to project plans and specifications.
