Request for Proposals Phase III Bulkhead Replacement (Site 4)

MassCEC seeks proposals from qualified contractors for Contract No. MACEC-FY26-02 for the New Bedford Marine Commerce Terminal Phase 3 Bulkhead Replacement (Site 4). The comprehensive scope of work includes site demolition activities encompassing utilities, structures, existing cellular coffer dam structures, and pavements. Marine infrastructure construction will involve bulkhead installation, pile-supported relieving platform construction, and other associated structural work. The project also requires dredging and material disposal, miscellaneous earthwork including excavation, grading, erosion control measures, utility work, site fencing, track-out controls, and construction permitting coordination.

All work is scheduled for execution during the winter of 2026 through spring of 2027, as subsequent terminal expansion projects are planned to commence in spring of 2027. The procurement process includes a non-mandatory pre-bid meeting and in-person site visit on November 18, 2025 at 10:00am and 11:00am-12:00pm respectively. RFI questions must be submitted to the Quest CDN Site by November 25, 2025 at 12:00pm noon, with answers provided by December 3, 2025.
