Request for Proposals: Professional Services Support for Workforce Development Programs

MassCEC seeks qualified individuals or organizations to provide professional services support across five distinct scopes of workforce development work. Applicants may submit proposals for one or multiple scopes based on their expertise and capacity.

Scope 1 includes two aligned strands: (A) Direct technical assistance for recipients of MassCEC's Equity Workforce and other Workforce grants, design of virtual and in-person group technical assistance offerings, and support for broader program development; and (B) Planning and facilitation support for annual MassCEC in-person grantee community of practice convenings, annual regional workforce conferences, and other in-person events. Scope 2 involves providing training provider support for the Internship Program Success (SIPS) Initiative. Scope 3 requires a curriculum design consultant to support ongoing Clean Energy Innovation Pathways curriculum development.

Scope 4 encompasses three aligned strands: (A) Development of a universal heat pump curriculum and supporting lab resource toolkit for Community College grantees of the MassCEC Heat Pump and HVAC Training Network program; (B) Development of career-contextualized English as a Second Language instruction materials tied to the universal heat pump curriculum; and (C) Review of Massachusetts Career Technical Education (Chapter 74) 2024 HVAC-R Standards and Skills Framework, providing guidance on recommended modifications and formalizing a resource guide of open-source instructional tools and heat pump/HVAC credentials. Scope 5 involves converting existing MassCEC technical assistance resources into designed asynchronous learning modules for incorporation into a future Learning Management System.

Key dates include a release date of March 18, 2025, with webinars scheduled for March 31, 2025 (Scopes 1 and 2 at 3:00-3:45 pm and Scopes 3, 4, 5 at 2:00-2:45 pm). Proposals for Scopes 2 and 4 are due April 15, 2025 by 11:59 pm, while proposals for Scopes 1, 3, and 5 are due May 20, 2025 by 11:59 pm. Questions may be submitted on an ongoing basis with answers posted bi-weekly. Interviews of top applicants and award notifications are scheduled for rolling basis through July 2025. Award amounts vary by scope.
