Clean Power Alliance of Southern California ("CPA") is seeking proposals from qualified and experienced contractors to provide technical consulting services for the development of building electrification retrofit plans, including recommendations for electric retrofit measures, equipment, and infrastructure upgrades as needed for CPA's member agencies. The contractor will support CPA's Building Electrification Assistance ("BEA") Program, which is part of the Energized Communities suite of local government programs aiming to transition Member Agency facilities to electric technologies to reduce or eliminate fossil fuel use. The BEA Program will support Member Agencies with technical assistance and funding incentives to offset the costs associated with implementing building decarbonization measures. The program budget is estimated at $2.5 million, expected to support approximately ten agencies with up to $250,000 each. Participating Member Agencies will receive technical assistance and funding incentives to offset costs associated with implementing building decarbonization measures. The selected contractor will assess energy demands in facilities identified by Member Agencies, recommend electrification measures, evaluate electrical requirements, prepare specifications for equipment replacements, and may assist in identifying appropriate sites for building decarbonization projects. The scope includes program launch activities, developing electrification plans, creating electrical plans and providing technical assistance, preparing funding packages, and handling administrative and outreach activities.
