Request for Proposals (RFP) for Multifamily Efficient Cooling Program

Clean Power Alliance (CPA) is seeking qualified contractors to provide comprehensive property owner outreach and engagement, technical assistance, and rebate administration services for the implementation of the Multifamily Efficient Cooling Program. The program targets multifamily properties (2 or more attached housing units) within CPA's service territory across Los Angeles and Ventura Counties to support the installation of efficient cooling equipment, including efficient plug-in air conditioners and room heat pumps.

The scope of services includes six main tasks: (1) Program Setup and Plan Development, including implementation plan development, outreach strategy, CRM system configuration, and launch template creation; (2) Program Launch and Implementation involving ongoing program delivery, CRM management, weekly progress meetings, and distributor coordination; (3) Program Outreach and Engagement including property owner outreach, participant support with response times of one business day or less, and coordination with other multifamily programs; (4) Technical Assistance providing virtual and in-person site assessments for eligible properties with detailed technical reports delivered within three business days; (5) Rebate Administration through web-based portal development, application evaluation, and rebate issuance within two business days of approval; and (6) Program Ramp Down including transition planning and final reporting.

Key targets include a minimum of 500 properties over three years, installation of at least 5,000 units of cooling equipment, and at least 30 percent of participating properties receiving enhanced equity rebate values. Rebate values range from $90-$300 for efficient plug-in air conditioners and $350-$750 for room heat pumps, with higher equity rebate amounts for properties meeting affordability criteria (properties with at least two-thirds of tenants enrolled in CARE/FERA programs or designated affordable housing units).

Services must be provided in English, Spanish, and Simplified Chinese minimum. The selected proposer must maintain a cloud-based CRM system accessible to CPA staff, provide weekly enrollment status reporting, annual performance reports, and coordinate with retailers and distributors to ensure product availability. The program includes comprehensive documentation, eligibility verification processes, and participant support through dedicated points of contact with guaranteed one-business-day response times.
