San Diego Community Power is seeking proposals from qualified firms to implement three cross-cutting sector programs for the San Diego Regional Energy Network (SDREN). The programs include: 1) Codes and Standards - designed to provide customized support to local governments and codes/standards stakeholders to support the region's contribution to State and local energy policy goals, improve compliance with existing codes and standards, and help the region's 19 jurisdictions develop ordinances that exceed statewide minimum requirements; 2) Energy Pathways - designed to increase high school students' access to education and training resources to develop awareness of energy and green career pathways, helping grade 9-12 students learn sector-specific information and skills for workforce entry with standards-aligned curriculum focused on career and technical education in the clean energy industry; and 3) Workforce Training and Capacity Building - designed to build capacity in the region by working directly with individuals and employers to increase opportunities for education, training, certifications, mentorship and job connections for energy job acquisition, focusing on skill development for individuals entering or upskilling in the green workforce. The expected not-to-exceed direct implementation budget by program for 2025-2027 is: Codes and Standards Program: $5,556,916; Energy Pathways Program: $5,556,916; Workforce Training and Capacity Building Program: $9,030,024. The initial contract term is expected to be three years with the option for Community Power to contract for up to two additional one-year extensions.
