Clean Power Alliance of Southern California (CPA) is seeking proposals from qualified contractors to provide software development and information technology (IT) consulting services for their Energy Trading and Risk Management (ETRM) system. The ETRM system houses CPA's contract data and is used for position management, financial modeling, payment validation, and other procurement and financial support functions. The system is a web-based application written in Java and JavaScript, using a Postgres database and running on Ubuntu in an Amazon Web Services (AWS) Elastic Compute Cloud (EC2) instance. The front-end frameworks are React, JSON, and JQuery. The contractor will be required to complete a reproduction of the development and build environment, update the application, and perform other tasks as directed by CPA. Tasks include migrating the current environment and creating a test environment, stabilizing the ETRM system by resolving issues, establishing role and permission management features, and implementing additional enhancements as directed by CPA. The contractor will also need to provide documentation and training for all updates.
