Clean Power Alliance of Southern California (CPA) is seeking proposals from qualified and experienced contractors to provide technical consulting services to support site assessment and selection, site design recommendations, and request for proposal and contracting support for publicly available electric vehicle (EV) charging at CPA's member agency municipal sites. The program, called 'Technical Services for Community Electric Vehicle Charging' ('Community Charging'), will offer support to member agencies who wish to provide public EV charging at municipally owned sites, thereby increasing access to charging and adoption of electric vehicles in their communities. The selected contractor will provide services including: technical support services and project administration; participating member agency roadmap and coordination; EV charging site selection support; site analysis and design plans; financial plan development; RFP and contracting support; and grant or rebate support. The program budget allows each participating member agency to receive up to $250,000 in incentives split between direct funding (managed by CPA) and technical services (to be provided by the contractor). Ten member agencies are expected to participate over the three-year program, and the contract term is expected to run from June 6, 2025, to June 30, 2028, with an option for two additional one-year extensions.
