NASEO seeks a consultant to develop a comprehensive technical energy project development action guide for the Federal Emergency Management Agency's (FEMA) Building Resilient Infrastructure and Communities (BRIC) program and other similar hazard mitigation programs. This resource will assist State Energy Offices, State Emergency Management Agencies, local officials, and private sector entities in identifying solutions to mitigate hazards to the energy sector and support project eligibility, application, funding, implementation, and closeout for energy resilience projects.
The action guide will provide contextual information on hazard mitigation for the energy sector, clarified and sequential application instructions, peer tips and recommendations, and resources on cost-share, benefit-cost analysis, and project eligibility. The guide will address both traditional energy resilience projects (such as backup generation and infrastructure hardening) and non-traditional approaches (such as microgrids and building energy code improvements). The consultant will work with NASEO, the National Emergency Management Association (NEMA), and their members to ensure the guidance has broader applicability to other funding mechanisms including HMGP, HUD CDBG, HUD CDBG-MIT, and IIJA.
Key dates include: Kickoff meeting week of June 13-17, 2022; Action Guide Outline due July 1, 2022; Literature Review and Stakeholder Interviews due July 15, 2022; Draft Action Guide due August 26, 2022; Iterative Review/Revisions August 29 - September 9, 2022; Final Action Guide due September 16, 2022; Technical Rollout Webinar September 23, 2022. The consultant will conduct literature reviews, research, stakeholder interviews, draft the action guide, participate in iterative review with NASEO, NEMA, DOE, and members, and host a technical rollout webinar to socialize the final product. The project is estimated to run from June 2022 through September 2022, with a budget ceiling of $70,000.
The consultant must submit monthly invoices and progress reports by the tenth of each month. All deliverables require NASEO approval, and the consultant may not reproduce, utilize portions of, or publish any deliverable without express written permission from NASEO.
