REQUEST FOR QUALIFICATIONS Construction Management, Project Management & Inspection Service

West County Wastewater District (WCW) is soliciting Statements of Qualifications (SOQ) from qualified firms to provide construction management, project management, and inspection services for wastewater infrastructure projects. WCW serves approximately 100,000 residents across the City of San Pablo, portions of the City of Richmond and City of Pinole, and unincorporated areas in western Contra Costa County. The District operates a comprehensive wastewater system comprising 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a water quality resource recovery plant with a National Pollutant Discharge Elimination System (NPDES) permitted capacity of 12.5 million gallons per day.

The successful proposer will execute a professional services agreement for an initial three-year base term with options for up to two additional one-year terms. This is an open-ended contract vehicle that will be utilized for construction management, project management, and inspection services on District capital improvement projects as needed throughout the contract period.

Key timeline milestones include a questions and answers deadline of June 1, 2024 at 1:00 AM and a proposal submission deadline of June 15, 2024 at 1:00 AM. All submissions must be made through WCW's eProcurement Portal (OpenGov Procurement). Proposers must submit complete proposals including a proposal cover form, reference information, cost proposals, and Levine Act statements. WCW reserves the right to award all or portions of the contract to multiple proposers, select no proposers, or to re-solicit proposals. Submission of a proposal constitutes a firm offer binding for 180 days from the deadline.
