REQUEST FOR QUALIFICATIONS OF DESIGN-BUILD ENTITIES FOR DESIGN AND CONSTRUCTION OF A CNG FUELING STATION IN THE CITY OF BANNING

The City of Banning is seeking qualifications from Design-Build Entities (DBEs) for the design and construction of a new Compressed Natural Gas (CNG) fueling station to replace an aging facility located at the City's corporate yard at 179 E. Lincoln Street. The existing facility, commissioned in 2004, currently serves the City's fleet of 9 buses and the District's fleet of 15 buses. The project encompasses approximately 12,300 square feet within an 11-acre corporate yard. The facility closure has constrained operations, as the public dispenser was shut down in 2019 due to the aging infrastructure's inability to meet fast-fill demands. Prior demand allocations were City (40%), District (42%), and public (18%).

The successful DBE will be responsible for completing the facility design as approved by the City, obtaining all required permits, coordinating with utilities and regulatory agencies, and delivering a turn-key project. The new CNG station will include fast-fill and time-fill capabilities with components such as a single tower dryer with manual regeneration, CNG compressor, coalescing filter assembly, priority/sequential control valve panel, 3-bank cascade storage, fast-fill dispenser, fuel management system, time-fill posts with meters, defueling panel, compressed air system, and station master control system. The project also requires demolition and construction of a new perimeter wall, grading, and paving to accommodate new public dispensers.

Key deadlines include a Questions and Answers deadline of April 10, 2023 at 11:00 PM and a proposal submission deadline of April 25, 2023 at 9:00 PM. All work is subject to a strictly constrained and managed budget. The successful DBE must also provide specific equipment, finishes, and other performance specifications as required by the City, along with coordination with the District's dedicated slow-fill supply lines and dispensers that service the adjacent District property.
