Request for Qualifications (RFQ) - Pre-Qualified Provider

Clean Power Alliance of Southern California (CPA), a Community Choice Aggregator established as a Joint Powers Authority serving 38 local agencies across Los Angeles and Ventura Counties, is seeking pre-qualified providers to deliver services on an as-needed basis through a Master Agreement and Task Order process. CPA serves approximately three million residents and businesses through approximately one million customer accounts in Southern California.

Services sought include Engineering Services, Regulatory Compliance Services, Financial Services, Marketing and Communications Services, Data and Systems Services, and General and Specialized Staff Support Services. Engineering services may include program feasibility studies, site inspections, project feasibility research, power project analysis (solar, wind, geothermal, DERs, batteries), cost-benefit analyses, registered professional engineer opinion letters, and financial institution discussions regarding renewable resource acquisition.

Regulatory compliance services encompass preparation of implementation plans, feasibility analyses, and guidance on CPA's position in regulatory and legislative advocacy, including submissions to the California Public Utilities Commission (CPUC) and California Energy Commission (CEC). Financial services include financial advisory support, bank negotiations, financial market advice, and financial analysis including pro forma development. Marketing and communications services cover brand strategy development, website development, videography, ad purchasing, experiential marketing, print and mailing, graphic design, market research, and customer outreach including translation services and event staffing.

Data and Systems Services include data management and cybersecurity services, IT hardware and software procurement and support, software implementation, and specialized software administration related to CAISO energy market scheduling and settlements. General and Specialized Staff Support Services encompass human resources (personnel training, market research), program implementation (project scheduling, implementation management, incentive administration), and call center services. Decisions on firms' ability to achieve Pre-Qualified Provider (PQP) status are based on qualifications rather than pricing, which will be considered during specific Task Order bidding.

The RFQ remains open until superseded by a new RFQ, allowing firms to submit qualifications at any time. The Master Agreement will be effective upon execution by the CEO or designee and continues for one year with automatic renewal for additional one-year periods unless terminated. Task Orders are typically issued for periods not extending past the end of CPA's fiscal year (June 30), except for as-needed time and materials services which may correspond with the agreement term.
