Request for Quotes: Independent Condition Assessment of Solar PV Systems Non-Personal Services

This is a Request for Quotations (RFQ) issued by the Puerto Rico Army National Guard (PRARNG) for an independent condition assessment of solar photovoltaic (PV) systems at two locations in Puerto Rico: Camp Santiago in Salinas and Fort Allen in Juana Diaz. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform a comprehensive technical, visual, electrical, structural, and thermal assessment of ground-mounted and carport solar PV systems. The assessment must include electrical diagnostics such as insulation resistance (Megger) testing, IV curve testing, string voltage/current testing on high-voltage (1000VDC) commercial systems and medium-voltage substations, thermographic imaging to detect module hot spots and electrical anomalies, and evaluation of Battery Energy Storage Systems (BESS) including state of health, state of charge, and battery management systems. The contractor must ensure complete independence and non-interference with the existing Energy Savings Performance Contract (ESPC) operations.

The contract is set aside for small businesses and will result in a Firm-Fixed-Price purchase order. The period of performance is 90 calendar days from date of award. The deliverable is a comprehensive Condition Assessment Report of 100-200 pages covering both sites, including testing logs, thermal imagery, and deficiency registers. Quoters must submit three volumes via email: Volume 1 (Priced Quote on SF1449), Volume 2 (Past Performance, 3 pages max with at least two relevant references), and Volume 3 (Technical Suitability, 5 pages max detailing approach to visual, thermal, electrical, and structural assessments, code compliance with NEC NFPA 70 and NFPA 855, and qualifications for thermography and BESS evaluation). Evaluation will be based on the lowest-priced, conforming quotation. Only quotations that fully meet all solicitation requirements will be considered. The Contracting Officer will also assess responsibility, including price reasonableness and potential abnormally low pricing concerns due to the specialized nature of the work. Quoters must hold their prices firm for 60 calendar days from the date specified for receipt of quotes. The contractor must maintain a current CMMC Level 1 cybersecurity status for information systems used in performance. This acquisition uses simplified commercial procedures under the Revolutionary FAR Overhaul (RFO) Part 12.
