REQUEST FOR STATEMENT OF QUALIFICATIONS (RFSQ) - GRU CAPACITY EXPANSION ENGINEERING SERVICES

Gainesville Regional Utilities (GRU) is seeking qualified professional engineering consulting services to assist in project development and engineering for capacity expansion initiatives. The scope includes design engineering services for the addition of 30-50 MW of fast-start natural gas-powered firming generation capacity (utilizing Aeroderivative Gas Turbines, Industrial Gas Turbines, or Reciprocating Internal Combustion Engines), approximately 50 MW/200 MWh Battery Energy Storage System (BESS), associated master planning, and balance of plant and interconnection-related services. The natural gas-powered firming generation technologies under consideration will be evaluated based on cost and performance information gathered during the initial project phase.

The proposed new generating assets are anticipated to be located at GRU's Deerhaven Generating Station (10001 NW 13th Street, Gainesville, FL), which is certified under the Florida Power Plant Siting Act (PPSA PS74-04). The primary site for BESS installation is also Deerhaven, though alternative sites connected to the GRU transmission system may be considered. GRU intends to execute the project using a multiple contract project delivery methodology rather than design-build or engineer-procure-construct structures and anticipates selecting one firm under this solicitation.

This engagement is being conducted under guidelines established by the Florida Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.055. Key dates include a Q&A deadline of June 17, 2024 at 4:00 AM ET and a proposal submission deadline of July 18, 2024 at 6:00 PM ET. GRU's Integrated Resource Plan (IRP) has recommended installation of the fast-start natural gas-fired firming capacity in 2028 and the BESS in late 2029.
