Request for Statement of Qualifications (RFSQ)-Vermont Substation Expansion

The City of Anaheim Department of Public Utilities, in partnership with the Department of Public Works, is soliciting Statements of Qualifications from Design-Build Entities (DBE) to design and construct the Vermont Substation Expansion project. This is a two-phase procurement process where the first phase is the issuance of this RFSQ with a Prequalification Questionnaire. The City will score and rank all submittals, with the five highest-scoring DBEs advancing to the second phase for the Design-Build Request for Proposal.

The project scope includes all study, design, engineering, permits, grading, construction, materials, labor, special observation, inspection, testing, verification, procurement, and installation of all required equipment. The estimated project cost for both design and construction is $33,000,000, and construction is scheduled to be completed by June 2029. The DBE will be responsible for preparing and applying for all required permit packages (federal, state, and local), coordinating with all utilities and regulatory agencies, and managing start-up and commissioning for occupancy and operations. The City retains responsibility for applying for permits and paying related permit fees.

Key dates for this RFSQ include a pre-proposal meeting scheduled for April 29, 2025 at 3:30 PM. Written questions regarding the RFSQ must be received no later than ten days prior to the proposal deadline. The Q&A deadline is May 27, 2025 at 9:00 PM, and the final Statement of Qualifications submission deadline is June 17, 2025 at 9:00 PM. Respondents must submit their SOQ in accordance with the criteria established in the RFSQ.
