The Connecticut Green Bank seeks proposals from qualified contractors to provide engineering, procurement, and construction (EPC) services for solar photovoltaic (PV) projects at affordable multifamily housing and municipal sites under the Solar Marketplace Assistance Program Plus (Solar MAP+). This portfolio includes 19 projects across Connecticut with a combined capacity of 7,604.75 kW DC and 5,970.4 kW AC. Secondary proposals are also requested for solar paired with battery energy storage systems (BESS) at select sites.
The scope of work encompasses full engineering design (by Connecticut-registered Professional Engineers), permitting, utility interconnection management, procurement of balance of system equipment (modules will be provided by Green Bank), construction, commissioning, and connection of systems to existing electrical services. Projects include rooftop installations, carport systems, and ground-mounted configurations at schools, municipal facilities, and residential properties. Proposers must manage interconnection applications, secure Approval to Energize from utilities, and coordinate with both the Non-Residential Renewable Energy Solutions (NRES) program and Residential Renewable Energy Solutions (RRES) program for multifamily affordable housing. Battery storage projects must comply with the Energy Storage Solutions (ESS) program requirements and be designed to provide resilience during grid outages.
Key dates include: RFP posting on February 9, 2026; site visits scheduled for February 18-23, 2026 (registration required); proposer questions due by 4pm on March 6, 2026; and proposal submissions due by 4pm on March 23, 2026. Proposers should base project schedules on May 26, 2026 as the EPC Agreement execution date. All major project milestones including engineering, permitting, interconnection approvals, construction, and final commissioning must be detailed in the submitted schedule.
The scope includes site work requirements such as surveys, erosion control, grading, trenching, foundation work, and fence installation for ground-mounted and carport systems. For roof-mounted systems, structural analysis by licensed PE is required, along with roof inspections, overburden waivers from roofing manufacturers, and lightning protection bonding if applicable. All installations must include data acquisition systems with cellular communication capability for remote monitoring, utilize approved equipment from the Green Bank Approved Vendor List, and meet all applicable building, electrical, fire codes, zoning regulations, and interconnection requirements.
