Reservoir Inspection and Cleaning

The Palmdale Water District seeks qualified proposers to provide comprehensive inspection, cleaning, and condition assessment services for twenty-one (21) reservoirs within the District's water system. The scope of work includes sediment removal, interior and exterior structural inspection of all components, evaluation of coatings, seismic design verification to confirm compliance with current seismic ratings for each reservoir location, validation of compliance with the latest AWWA (American Water Works Association) reservoir standards, sanitary compliance assessment, and overall site evaluation including security and overflow systems. The selected contractor shall deliver detailed reports documenting the condition of each reservoir with associated recommendations for repairs or replacements, engineer's estimates of probable costs for identified work, and draft and final reports.

The District has prioritized inspection of the 6M Reservoir for December 2020 and January 2021, during the scheduled shutdown of the water treatment plant when the reservoir will be empty and accessible. Previous inspection reports and reservoir documentation are available in the project attachments. As-built drawings and a detailed reservoir summary have been provided to support proposal development. Proposals must include a comprehensive pricing proposal and vendor questionnaire.

Key dates include: Pre-Proposal Conference on November 12, 2020 at 4:00 PM Pacific Time; Q&A Deadline of November 19, 2020 at 10:00 PM Pacific Time; and final Proposal Submission Deadline of December 15, 2020 at 10:00 PM Pacific Time. The work must be performed in accordance with the Professional Service Agreement template provided and comply with all District requirements for insurance, indemnification, and terms and conditions.

Proposals should address experience with large-scale reservoir inspection projects, familiarity with AWWA standards and seismic compliance requirements, capability to perform work on empty reservoirs, and ability to meet the aggressive timeline for the 6M Reservoir inspection during the winter shutdown period.
