Residuals Hauling and Management Patuxent and Potomac Water Filtration Plants

The Washington Suburban Sanitary Commission (WSSC Water) is soliciting sealed responses for residuals hauling, transportation, management, utilization, storage, beneficial reuse, and/or disposal services for residuals generated at WSSC Water's Patuxent Water Filtration Plant (PWFP) and Potomac Water Filtration Plant (PoWFP). The residuals originate from drinking water treatment processes and do not include wastewater treatment solids. The contractor shall furnish all labor, supervision, equipment, vehicles, materials, permits, licenses, management sites, transportation, and incidentals necessary to perform the work in accordance with contract requirements.

Estimated annual residuals quantities are approximately 7,250 wet tons per year at the Patuxent Water Filtration Plant and approximately 40,000 wet tons per year at the Potomac Water Filtration Plant. Production rates are estimated at 0 to 9 wet tons per hour at Patuxent and 0 to 15 wet tons per hour at Potomac. Solids content varies: Patuxent ranges from approximately 13 to 23 percent solids with an annual average of approximately 16.5 percent solids; Potomac ranges from approximately 13 to 60 percent solids with an annual average of approximately 30.1 percent solids. WSSC Water does not guarantee any minimum or maximum quantity of residuals to be generated, as residuals production may fluctuate significantly due to source water conditions, treatment processes, weather events, operational changes, and other factors beyond WSSC Water's control.

Key dates include a Question and Answer deadline of June 24, 2026 at 9:00 PM and a proposal submission deadline of July 13, 2026 at 2:00 PM. Sealed responses must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Late responses will not be accepted. The solicitation includes minimum qualifications, evaluation factors, insurance and bonds requirements, minority business enterprise (MBE) and small local business enterprise (SLBE) program requirements, and detailed scope of work specifications.
