REVERSE OSMOSIS, DEGASIFICATION AND ION EXCHANGE SYSTEM SUPPORT SERVICES

The City of Pasadena Water & Power Department seeks a qualified vendor with subject matter expertise in water purification technologies to provide ongoing support services for the Glenarm Power Plant's water treatment processes. The plant produces approximately 8 million gallons of demineralized and deionized (purified) water annually for use in electric power production. The water treatment system utilizes reverse osmosis (RO), degasification, and ion exchange technologies to produce purified water for multiple applications at the facility.

The purified water is used for injection into gas turbine engine combustors to suppress oxides of nitrogen (NOx) emissions, injection into low or high pressure air compressors to enhance power output through spray intercooling, makeup to the GT5 steam condensate cycle, and cleaning of energized power lines. The Glenarm Power Plant consists of five natural-gas fueled combustion turbines (GT1, GT2, GT3, GT4, and GT5) equipped with generators. GT5 is also equipped with a once-through steam generator and steam turbine. The gas turbines and water treatment processes operate intermittently and seasonally in response to peak electrical power demand.

This is a Labor and Materials (Competitive Bidding) contract. Bidders must demonstrate relevant experience with water purification technologies and provide detailed technical qualifications. Key dates include a pre-proposal meeting on February 11, 2026 at 4:30 PM, a questions and answers deadline of February 19, 2026 at 11:00 PM, and a proposal submission deadline of February 27, 2026 at 10:00 PM. All submissions must include required forms, bonds, certifications, and compliance documentation as specified in the bid package.
