Request for Proposal seeking a vendor to provide software and related support services for the Cape Light Compact's Demand Response (DR) Demonstration Offering. The vendor will develop and maintain a web-based and mobile software platform that integrates with WiFi-enabled thermostats (Centralite Pearl and Honeywell Lyric Round Second Generation models) and real-time energy monitoring equipment (The Energy Detective Pro Home). The platform must allow: 1) Participants to control thermostat settings remotely; 2) The Compact to set up and trigger demand response events that adjust participant thermostat set points (with participant override capability); 3) The Compact to view current and historical thermostat setting data; 4) Alert notifications to participants via email and text message prior to demand response events. The vendor will serve approximately 40 currently-enrolled participants and new participants enrolled in 2017 and beyond. The vendor must provide technical specifications for all applications, work with independent evaluation/monitoring/verification staff, manage customer participation (including login security and terms acceptance), provide technical support, integrate with Cape Light Compact brand and website, assist with regulatory responses to the Massachusetts Department of Public Utilities, and deliver an innovative, user-friendly product suite. The contract term is for calendar year 2017 with an option to renew for up to five additional one-year terms. The vendor may also submit a combined proposal for integration with the Cape Light Compact Residential Behavior Feedback Initiative RFP (issued December 23, 2016).
