RFB 26-26055 Two Power Transformers for Stevens Substation & Fishhook Substation

Matanuska Electric Association, Inc. (MEA) is soliciting bids for the procurement of two power transformers. Equipment-1 is a 138/24.9 kV, 10 MVA power transformer for Stevens Substation, and Equipment-2 is a 115/12.47 kV, 20 MVA power transformer for Fishhook Substation. Equipment-1 must be delivered and off-loaded F.O.B. at MEA's Stevens Substation (21476 Montana Creek Road) no later than September 18, 2028. Equipment-2 must be delivered and off-loaded F.O.B. at MEA's Fishhook Substation (7351 East Heavenly Circle) no later than May 15, 2028.

Liquidated damages for delinquent delivery are assessed at $5,000 per week up to 15% of the contract value. MEA reserves the right to require a Performance Bond to guarantee the delivery schedule. Bidders must specify in writing whether exceptions are taken to any terms and conditions of the Equipment Contract. Bids are valid for 45 days from the bid due date.

All questions related to this RFB must be submitted electronically to FormalQuestions@mea.coop no later than 4:00 PM AKDT, Tuesday, April 28, 2026. Responses to questions will be provided by 5:00 PM AKDT, Friday, May 8, 2026 through an addendum distributed to all bidders who filed a Notice of Intent to Bid (NOI) on or before 12:00 PM AKDT, May 15, 2026. A Notice of Intent to Bid must be submitted to FormalQuestions@mea.coop by 12:00 PM AKDT, Friday, May 15, 2026 prior to bid submission.

Bidders must complete the Bid Form and Evaluation and the Bidder's Qualification Form for evaluation purposes. Bids must be submitted through MEA's ShareFile site no later than 4:00 PM AKDT, Wednesday, May 27, 2026. Facsimile transmission of bids is not acceptable. Execution of a confidentiality agreement is required prior to receiving the full RFB. MEA reserves the right to define and waive irregularities, accept or reject any or all bids in whole or part, and to reissue, withdraw, or cancel the project in its entirety.
