Greenville Utilities Commission is soliciting sealed bids for the furnishing and installation of Boviet Substation Foundations. The work includes complete installation of reinforced concrete foundations, footings, piers, and pads as shown on the drawings, with excavation, spoil disposal, grading, backfilling, and compaction of all excavations to restore existing grade levels. The project encompasses foundation layout, concrete, rebar, tie wire, forming materials, and installation of secondary oil containment systems. The contractor shall furnish all materials, supervision, labor, tools, equipment, and supplies necessary for complete installation.
The scope of work includes site work associated with foundation installation, demolition and hauling/disposal of all spoils, and all required labor. The project consists of four main bid items: (1) Control House Pad, (2) Generator Pads, (3) Distribution Transformer Pads and Oil Containment, and (4) Drilled Piers with variable depths. Per-unit pricing is required for pier depth modifications (add/deduct) for nine different pier types (P1 through P9) with quantities ranging from 3 to 24 required piers. The desired project completion timeline is eight weeks from notice to proceed. The contractor shall provide detailed delivery schedules and is responsible for all permits, licenses, and certifications except those required by the North Carolina Utilities Commission or environmental regulatory agencies.
Concrete specifications require 4,500 psi minimum compressive strength at 28 days for most applications, with detailed mix design requirements, air entrainment, and testing protocols. The contractor must engage an independent professional testing company for all concrete testing at the contractor's expense, with certified ACI Grade 1 Field Testing Technicians performing all tests. Geotechnical engineer observation of foundation subgrade is required to verify bearing capacity. Installation shall conform to the latest editions of the National Electrical Code, North Carolina Building Code, National Electric Safety Code, and NFPA codes. All work shall be performed in a workmanlike manner with strict adherence to specifications and drawings.
