Greenville Utilities Commission seeks sealed proposals for furnishing complete structures, equipment, and foundation design for the Boviet Substation located at 35°39'28.9"N 77°20'59.8"W in Greenville, North Carolina. The scope includes tubular aluminum bus conductor with cable connectors and accessories, bus support insulators, two (2) 115 kV H-frame dead-end structures with 115 kV switches and group operators, nine (9) 15 kV equipment bays including two (2) drive-through bays, 15 kV group operated switches and hook stick switches, and two (2) 115 kV switches with group operators on the 115 kV bus. The substation is rated 115 to 13.2 kV with two new transformers rated 20/26.7/33.3 MVA OA/FA/FA. All structures and equipment shall be furnished complete and ready for installation, connection, and immediate service. Vendors must provide foundation design for all vendor-supplied structures and for three Owner-provided S&C Series 2000 Circuit Switchers.
Submission Requirements: Sealed proposals must be received by 2:00 PM (EST) on November 13, 2025, at the Office of the Procurement Manager, Greenville Utilities Commission, 401 S. Greene Street, Greenville, North Carolina 27834. Proposals must be submitted in sealed envelopes clearly marked with the bid name and opening date/time. Fax and email submissions are not acceptable. No deposits are required. Bids must include delivery time estimates and will be evaluated based on quality, performance, price, and compliance with specifications. Two (2) copies of each proposal should be received no later than the deadline.
Delivery and Timeline: Equipment shall be delivered FOB to Boviet Substation by truck shipment and unloaded by Greenville Utilities. Contractors must provide 48-hour notice of delivery and contact Nicholas Peaden at 252-551-1580 at least 72 hours prior to equipment arrival. Shop drawings, bills of material, and loading data must be submitted for approval within 35 days of contract award. All fabricated materials must be pre-assembled at the factory prior to shipping. Contract period is TBD.
Key Specifications: All equipment must conform to ASTM, NEMA, NESC, ANSI, IEEE, NEC, and EEI standards. Steel structures must be ASTM A36 with hot-dip galvanizing after fabrication. Bus materials shall be aluminum alloy 6063-T6 seamless pipe manufactured per ASTM B-241. Insulators must be porcelain station post type (NEMA TR 286 for 115 kV, NEMA TR 205 for 13.2 kV). All switches shall be manufactured by Cleveland Price. Minimum clearances are specified: 53 inches metal-to-metal phase spacing at 115 kV and 12 inches at 13.2 kV. Foundation design shall address allowable load-bearing capacity and deformations per RUS 1724E-300 Chapter 8 standards.
