RFB for Conduit

Greenville Utilities Commission (GUC) is soliciting sealed bids for the supply of three types of PVC conduit materials for distribution system construction and maintenance. The bid includes 27,000 feet of 2-inch Roll SDR 11 conduit (Stock #210540), 10,260 feet of 4-inch PVC Schedule 40 rigid conduit (Stock #202580), and 8,000 feet of 3-inch Roll SDR 11 conduit (Stock #210550). All materials must meet specified UL standards, dimensional requirements, and packaging specifications outlined in the detailed technical specifications.

Bidders must submit two copies of proposals on the required Proposal Form by 3:00 PM EDT on July 7, 2026, to the Procurement Manager at Greenville Utilities Commission, 401 S. Greene Street, Greenville, North Carolina 27834. Sealed envelopes must be clearly marked with the bid name and opening date/time. Fax and email submissions are not acceptable. Late bids will not be considered. Delivery shall be made FOB GUC Warehouse at 701 Utility Way, Greenville, North Carolina 27834, with delivery hours limited to 8:00 AM to 4:30 PM, Monday through Friday. All deliveries must include the GUC purchase order number on packing slips.

Bidders must specify the brand name and manufacturer of all items quoted, expected delivery time, and identify any exceptions to specifications using the provided Exception Form. The bid award may be made for individual items or the total bid at GUC's sole discretion. Quantities specified are estimates only, and GUC reserves the right to purchase more or less than stated quantities based on actual needs. All materials must be new and in first-class condition with appropriate packaging for storage and shipment.

Evaluation will be based on prices offered, quality of articles, general reputation and performance capabilities of the bidder, substantial conformity with specifications, suitability for intended use, delivery dates, and other factors deemed pertinent by GUC. All bids are subject to standard GUC Terms and Conditions including requirements for commercial insurance (Workers' Compensation, General Liability, Automobile, and Cyber Liability with specific minimum coverage limits), compliance with E-Verify requirements, and adherence to North Carolina state and federal regulations.
