RFB for Demolition of Jarvis St. Elevated Tank Site Foundation And Site Improvements

Greenville Utilities Commission seeks bids for the complete demolition, removal, and site restoration of the former Jarvis Street elevated tank foundation located at 102 South Jarvis Street, Greenville, North Carolina. The scope of work includes removal of eight concrete pile caps (estimated 32 cubic yards), a concrete center pier (25 cubic yards), a concrete-filled vault (42 cubic yards), a buried concrete retaining wall (10 cubic yards across 100 linear feet), approximately 75 timber piles (to be abandoned in place 6-8 feet below final grade), and removal of a 40-linear-foot abandoned 12-inch water main. Additional work includes removal of 350 linear feet of site fencing, two trees, and a section of the retaining wall to accommodate a new driveway meeting City of Greenville standards. The contractor must provide compacted backfill, final site grading, and seeding to create a buildable lot.

The contractor is responsible for all site investigation, field measurements, quantity confirmation, permit acquisition, regulatory compliance, site protection and security, erosion control, traffic control, and site safety. The project timeline is 60 days from Notice to Proceed. Adjacent properties not owned by Greenville Utilities Commission shall not be accessed or used; site access must be via Jarvis Street only. Bidders must provide at least three references demonstrating previous ability to perform similar demolition work. The contractor must obtain and maintain comprehensive insurance coverage including workers compensation (minimum $1,000,000 per accident), general liability ($1,000,000 per occurrence), automobile liability ($1,000,000 combined single limit), and cyber liability ($3,000,000 per occurrence).

Bids must be submitted on the official proposal form provided, with two copies received by 2:00 PM EDT on July 2, 2026, at the Greenville Utilities Commission Procurement office located at 401 South Greene Street, Greenville, North Carolina 27834. All bids will be evaluated on a lump-sum total basis, with award to the lowest responsible, responsive bidder in GUC's best interest. A general contractor's license is required.
