RFB for GAC Filter Media

Greenville Utilities Commission (GUC) is soliciting sealed bids for the procurement of Granular Activated Carbon (GAC) Filter Media to be delivered in 1,000-pound supersacks to their Water Treatment Plant located at 1721 Waterway Road, Greenville, NC 27834. The specifications call for Filtrasorb 816 or a pre-approved equivalent, bituminous coal-derived activated carbon domestically mined and manufactured in the USA, with specific technical requirements including an iodine number of 900 mg/g (minimum), effective size of 1.3-1.5mm, uniformity coefficient less than 1.4, abrasion number of 75 (minimum), moisture content of 2% maximum, ash content of 10% maximum, and mesh size US Sieve Series 8X16.

The total volume required is 4,352 cubic feet of GAC to be installed in two filter cells (16X17 dimension) with 2 cells per filter and 4 feet depth of GAC per cell. Bidders must include lead time in their quotations. GUC will handle the installation of the media through a separate contractor. All equipment must be new and in first-class condition, with standard commercial packaging. Delivery is Free on Board (FOB) to the specified location during hours of 8:00 AM to 3:30 PM, Monday through Friday only.

Quality assurance includes third-party laboratory testing per AWWA B604 standards. If the GAC does not meet specifications, GUC will provide notice of nonconformance within three days of receiving test results. Vendors may request a retest within five working days at their own expense. If the retest shows compliance, a neutral laboratory analysis will be conducted, with costs split according to final results. If material does not meet requirements, the vendor must remove it from the site or accept a price adjustment at GUC's option.

Key dates include a question deadline of 12:00 PM EDT on July 28, 2025, and a sealed bid submission deadline of 3:00 PM EDT on July 31, 2025. Two copies of the proposal must be submitted on the official Proposal Form. GUC reserves the right to reject any or all bids, to waive informalities, and to disregard nonconforming bids. Award will be made to the lowest responsible bidder whose bid is deemed most advantageous to GUC based on price, quality, delivery capability, and conformity with specifications.
