RFB for Galvanized Tubular Steel Structures

Greenville Utilities Commission (GUC) is soliciting sealed bids for the design, fabrication, inspection, protective coatings, and delivery of galvanized tubular steel transmission structures. The project includes 18 steel single pole and H-frame structures for transmission line replacement on Evans Road, with pole heights ranging from 75 to 95 feet and various RUS class designations.

The scope of work encompasses complete design and fabrication of 12-sided galvanized steel poles and 8-sided H-frame structure cross-arms, including field bolts, locknuts, vangs, attachment provisions for arms and insulators, anchor bolts, base plates, and all necessary items for complete structures. Manufacturers shall optimize pole designs based on provided loads and follow ASCE Manual 72 standards for transmission pole design. Materials must conform to specified ASTM standards (A36, A572, A588, A871, A595), with all welding performed per AWS D1.1 standards requiring full penetration certification through visual and ultrasonic inspection.

Key deliverables include detailed design calculations, final shop drawings, assembly instructions, certified mill test reports, certified welding reports, impact property test reports, and coating thickness reports. Delivery shall be Free on Board (FOB) to GUC Warehouse at 701 Utility Way, Greenville, North Carolina, between 8:00 AM and 4:30 PM Tuesday through Thursday only. All structures must be delivered with proper identification marking including manufacturer ID, structure type, height, structure number, ultimate ground line moment, owner name, and manufacturing date.

Bid submission deadline is April 21, 2026 at 2:00 PM EDT. Questions must be submitted by March 31, 2026 at 5:00 PM EDT. Liquidated damages of $4,000 per calendar day apply for delivery delays. Bidders must submit bid security equal to 5 percent of total bid amount, either as cash, certified check, or bid bond. Evaluation criteria focus on delivery time and price per pound of steel as primary determinants, with references also considered. All responses must be submitted on GUC's provided proposal forms with two hard copies and one electronic copy.
