RFB for Galvanized Tubular Steel Structures

Greenville Utilities Commission is soliciting sealed bids for the furnishing of galvanized tubular steel structures, including steel single pole and H-frame structures. The scope includes design, materials, welding, inspection, protective coatings, drawings, and delivery of steel transmission single pole structures with field bolts, locknuts, vangs, attachment provisions for arms and/or insulators, anchor bolts, base plates, and other necessary items to make complete structures. The proposal includes 10 structure types ranging from 75 to 90 feet in height with various RUS class designations (ENG, V15, S-07.4, S-08.0) and embedment depths. Manufacturer shall optimize pole designs based on provided loads and ensure all components meet ASCE Manual 72 standards and ASTM specifications.

Key technical requirements include 12-sided galvanized steel poles and 8-sided galvanized steel H-frame cross arms with minimum 3/16 inch plate thickness. Structures must accommodate ultimate loads as specified in standard class designations ranging from S-02.0 to S-20.0. Design standards reference ASCE Design of Steel Transmission Pole Structures (Manual 72), AWS D1.1 welding code, ASTM materials standards, and ACI concrete requirements. All full penetration welds require 100 percent penetration, with visual and ultrasonic inspection. Galvanized coating must meet ASTM A123 or A153 standards.

Delivery must occur FOB GUC Warehouse at 701 Utility Way, Greenville, NC 27834, with delivery hours 8:00 AM to 4:30 PM Tuesday through Thursday only. Transport by rail or truck are the only acceptable delivery methods. Liquidated damages are assessed at $4,000 per calendar day for failure to meet delivery timeframes. The manufacturer must provide complete design calculations, final drawings, assembly instructions, certified mill test reports, certified welding reports, impact property test reports, and coating thickness reports prior to fabrication and after erection.

All questions must be submitted by 5:00 pm EST on September 23, 2025. Bids shall include bid security of 5 percent of total bid amount as either cash, cashier's check, certified check, or original bid bond. North Carolina sales tax is not included in bid but will be added to invoice as separate item. Federal excise tax exemption certificate will be provided.
