RFB for Galvanized Tubular Steel Structures AMI Monopole

Greenville Utilities Commission (GUC) is soliciting sealed proposals for the furnishing of galvanized tubular steel structures for AMI (Advanced Metering Infrastructure) monopole installations. The scope includes the design, materials, welding, inspection, protective coatings, drawings, and delivery of steel transmission single pole structures consisting of 11 steel monopoles ranging from 100 to 120 feet in height with varying RUS class designations (H1). Proposals must include field bolts, locknuts, vangs, attachment provisions for arms and/or insulators, anchor bolts, base plates, and all other necessary items to make complete structures.

The proposal process includes several key dates and requirements: Questions regarding the bid must be received by 5:00 pm EDT on May 12, 2026. Sealed proposals must be received by 2:00 pm EDT on May 28, 2026 at the Procurement Manager's office. Bids will be opened immediately after the deadline and read publicly.

Evaluation criteria focus on delivery and price per pound of steel as the primary determinants, with references also considered. All structures must be 12-sided galvanized steel monopoles designed according to ASCE Manual 72 standards with maximum two joints and no field welding allowed for new poles. Slip joints or bolted flange joints are required. Structures must be designed with a maximum D/t ratio and uniform taper throughout their entire length.

Delivery must be made FOB to GUC Warehouse, 701 Utility Way, Greenville, North Carolina 27834 between 8:00 am and 4:30 pm Tuesday-Thursday only (note: terms and conditions state Monday-Friday). Transport by rail or truck are the only acceptable delivery methods. Liquidated damages of Four Thousand dollars ($4,000.00) per calendar day apply for failure to deliver within the specified timeframe. Each bidder must submit a 5% bid security in the form of cash, cashier's check, certified check, or original bid bond.
