RFB for Hudson's Substation Foundation

Greenville Utilities Commission (GUC) seeks sealed bids for the furnishing and installation of reinforced concrete foundations for Hudson's Substation located at 3219 Fox Pen Road, Greenville, North Carolina. The scope includes complete excavation, off-site disposal of excavated spoils, grading, backfilling, and compaction to restore existing grade levels. The work encompasses foundation layout, concrete placement, reinforcing steel (rebar), tie wire, and forming materials, as well as installation of a secondary oil containment system in accordance with Composolite Secondary Containment System Installation Guidelines.

The contractor must furnish and install reinforced concrete foundations, footings, piers, and pads to undisturbed earth as indicated on the drawings. All concrete shall conform to ACI and ASTM standards with a minimum compressive strength of 4,500 psi at 28 days. The contractor is responsible for engaging an independent professional testing company for all field control testing at the contractor's expense, including slump tests, air entrainment tests, and compression test cylinders. Extensive technical specifications govern concrete materials (cement, aggregates, water, admixtures), batching and mixing procedures, placement methods for both dry and wet holes, curing requirements, and finishing standards.

Key dates include a pre-bid meeting on September 4, 2025 at 10:00 AM EDT at Hudson Substation, with a site walkthrough. Questions must be submitted by September 9, 2025 at 5:00 PM EDT. Sealed bid proposals are due by September 23, 2025 at 2:00 PM EDT and will be publicly opened and read immediately thereafter. Delivery shall be FOB Hudson's Substation, with delivery hours between 8:00 AM and 4:30 PM Monday through Friday only.

Bidders must comply with the City of Greenville and GUC Minority and Women Business Enterprise (M/WBE) Program with aspiration goals of 7% MBE and 4% WBE participation for construction projects. A bid deposit equal to 5% of the bid amount is required, and all bids must be submitted on the enclosed proposal form only. GUC reserves the right to reject any or all bids and reserves the right to award to the lowest responsible, responsive bidder.
