RFB for Manhole Rings & Covers

Greenville Utilities Commission is seeking quotations for the furnishing of manhole rings and covers to be used in the sanitary sewer system. The procurement includes three distinct items: (1) 24-inch manhole rings and covers that are solid with no vent holes, to be maintained at a safety stock level of 12 units; (2) 24-inch water-tight, locking manhole rings and covers (standard) with water-tight o-rings and camlocks; and (3) 24-inch manhole rings and covers in a 4-inch low-profile configuration. All items must be manufactured in the USA from Class 35B gray cast iron conforming to ASTM-A48 standards, with bearing surfaces machined to ensure proper fit and prevent rattling.

Approved manufacturers include East Jordan (EJIW) and US Foundry (USF) with specific model numbers designated for each item category. All covers must be marked "Sanitary Sewer." Items will be purchased in box quantities, and bidders must specify the brand name of items quoted and expected delivery time. The three items will be awarded as a combined total quote.

Key dates include a questions deadline of April 7, 2026 by end of business day, and quotation submissions due by 2:00 PM EDT on April 14, 2026. The contract is intended to be a multi-year agreement with a maximum term of three years, with prices fixed during the first year and options for annual extensions at the same or negotiated unit prices for up to two additional years based on market conditions and GUC's best interests.

Quotations can be delivered or emailed to the Procurement Manager. Greenville Utilities reserves the right to reject any or all bids, waive informalities, and disregard nonconforming or conditional quotes. Late bids will not be considered. A deposit is not required for this quotation. Bidders must provide exceptions to specifications clearly stated on the provided exception form; otherwise, strict compliance with all specifications is assumed.
