RFB for Recoating of Meter/Regulator Piping

Greenville Utilities Commission (GUC) is requesting sealed bids from qualified painting companies for furnishing labor, equipment, and materials for sandblasting and coating natural gas metering stations located in Greenville, North Carolina. The scope of work encompasses three metering stations: LNG Heater Metering Station (4150 Natural Gas Drive, Greenville, NC), Greenville Gate Station #3 (3371 MacGregor Downs Road, Greenville, NC), and Fred Smith Asphalt Plant Metering Station (1848 Staton Mill Road, Bethel, NC).

Work shall meet or exceed current specifications for applying coatings on natural gas pipeline metering stations in inland and coastal areas. Key specifications include sandblasting to NACE No. 1/SSPC-SP 5 White Metal Blast Cleaning standards, application of protective measures including tents over work areas, wax-sealing of flanges to prevent internal corrosion, and multi-coat painting systems. Specific paint requirements include primer application of 4 mils Sherwin Williams Zinc Clad 4100 Organic Zinc-rich three-part epoxy, intermediate coat of 8 mils Sherwin Williams Macropoxy 646 two-part marine epoxy, and finish coat of 5 mils Sherwin Williams Acrolon Ultra High Performance two-part marine polyurethane with UV additive in ANSI 49 PNG gray. The work also requires applying Tapecoat H35 over existing epoxy coating for extra protection on riser pipes, with application from 12 inches below air to soil interface area to 12 inches above top of stone.

The bidder must provide a lump sum bid inclusive of mobilization, demobilization, labor, materials, direct expenses, and profit. The company shall have five years of practical experience and successful history in painting or recoating piping of similar scope. A three-year warranty on defects due to improperly applied coatings is required. The company must possess applicable licenses required by the State of North Carolina and provide a Certificate of Insurance as specified.

Key dates include: questions deadline of January 29, 2026 end of business day, and sealed proposal submission deadline of February 5, 2026 at 2:00 PM (EST). Two copies of the proposal must be received by the deadline. Award will be made to the lowest responsible bidder whose evaluation indicates that the award will be in GUC's best interests, considering quality, performance, and price.
