RFB for Relocation of 12.47 kV and 34.5 kV Distribution Structures along Old Tar Road

Greenville Utilities Commission is soliciting sealed bids for the relocation of 12.47 kV and 34.5 kV distribution structures along Old Tar Road in Greenville, North Carolina. The project involves the construction of new overhead and underground distribution lines to accommodate North Carolina Department of Transportation road widening activities.

Scope of work includes installation and removal of approximately 120 distribution structures, 56,000 feet of primary overhead conductor, 6,000 feet of primary underground conductor, and installation of 24 bollards. All materials will be furnished by Greenville Utilities Commission. The contractor is responsible for all labor, equipment, and incidental items required for complete project execution.

Key project milestones include a mandatory pre-bid meeting on October 30, 2025 from 1:00 PM to 3:00 PM EST at the GUC New Operations Center, Engineering Building, 3355 NC 43N, Greenville, NC 27834. Questions regarding the RFB must be submitted by 5:00 PM on November 6, 2025 to Cleve Haddock, Procurement Manager at haddocgc@guc.com or (252) 551-1533. Sealed proposals must be received by 2:00 PM EST on November 25, 2025 at the Office of the Procurement Manager, 401 S. Greene Street, Greenville, NC 27834. Work must begin no later than January 5, 2026, with on-site activities to be completed by December 3, 2026.

The contractor must comply with all applicable safety regulations, NCDOT traffic control restrictions, and maintain service continuity throughout construction. Liquidated damages are assessed at $4,000 per calendar day for failure to meet the construction schedule. A mandatory pre-construction conference will be scheduled following contract award. Contractors must provide evidence of 60% of proposed workforce having five or more years tenure with the firm.
