RFB for Sanitary Sewer Outfall and Water Distribution/Transmission Line Right-of-Way Clearing

Greenville Utilities Commission seeks contract labor services for sanitary sewer outfall and water distribution/transmission line right-of-way (ROW) clearing. The contractor must supply labor, tools, and equipment to independently perform line ROW clearing on GUC-owned systems in both rural and urban environments. The work scope includes clearing a 20-foot wide right-of-way (10 feet left and right of the center line) following good forestry standards.

The contractor crew structure must include one working foreman, one groundsperson, one standard ROW truck, and one 4WD tractor with a rotary bush-hog mower. The working foreman must be capable of operating 4WD tractors, trimming trees, recognizing and removing hazardous trees near sewer manholes, and managing crew operations. The groundsperson must operate power saws, power brush cutters, and hand tools, with knowledge of CPR, first aid, rope handling, knot tying, and tree felling techniques. Equipment must include two gas-powered chain saws, two gas-powered industrial string/blade trimmers, appropriate safety equipment, and ropes. The contractor must have an additional backup 4WD tractor or skid steer mower available within one week. Work hours are 7:00 AM to 5:30 PM, Monday through Thursday, excluding holidays. The contractor must begin work within three weeks of award and complete the project in approximately eight weeks, with all work subject to GUC representative approval before commencement.

The contract is anticipated to run for approximately eight weeks during the initial year, with the possibility of a multi-year extension at firm prices for up to eight weeks annually during three additional years, subject to cost performance and service quality meeting GUC professional standards. The contractor is responsible for all damages to utilities or customer-owned facilities, must respond to customer complaints within 24 hours, and must maintain professional uniforms and identification. All employees must participate in daily job safety briefings and comply with North Carolina Occupational Safety and Health Standards and all applicable federal, state, and local safety requirements.

Bidders must provide three references documenting similar services implementation. The contract will be awarded to the lowest responsible, responsive bidder whose evaluation indicates the award is in GUC's best interests, based on price, quality, performance, and service standards.
