RFB for Sodium Hypochlorite

Greenville Utilities Commission is seeking sealed bids for the furnishing of sodium hypochlorite 12.5% for use in municipal water treatment. The estimated six-month usage is approximately 135,000 gallons, with pricing to be quoted on a per-gallon basis. The contract term will run from July 1, 2025 through December 31, 2025, with the intent to potentially extend for up to 24 additional months through negotiated unit prices if market and service conditions warrant.

All sodium hypochlorite supplied must conform to ANSI/NSF 60, AWWA B300 (latest revision), and North Carolina Department of Environment Quality standards. The chemical must be 12.5% available chlorine by weight with a specific gravity of 1.158-1.260. Bidders must provide an affidavit of compliance with the bid, along with safety data sheets and detailed chemical specifications. The product must be certified as suitable for contact with drinking water by an accredited certification organization.

Delivery shall be made via bulk tanker trucks designed and licensed to transport the chemical, complying with all North Carolina Department of Transportation safety regulations. Tanker trucks must be in suitable condition and free of any substances that could affect the chemical's usefulness. Delivery will be made free on board to the Greenville Utilities Water Treatment Plant at 1721 Waterway Road, Greenville, NC 27834, Monday through Friday between 8:00 AM and 3:30 PM, excluding holidays. The contractor must provide delivery driver name, trailer number, and seal numbers prior to arrival. Vendors must guarantee complete delivery within five days of order date or provide revised delivery dates with the bid proposal.

Key dates include a final question deadline of Thursday, April 24, 2025 by noon, and bid submission deadline of May 13, 2025 at 2:00 PM EDT at the Greenville Utilities Commission office, 401 S. Greene Street, Greenville, NC 27834. Sealed bids will be publicly opened immediately after the deadline. Two copies of the proposal must be submitted on the provided proposal form only. Certified analyses, bills of lading, and weight tickets must accompany each delivery. The successful bidder must comply with E-Verify requirements, provide workers' compensation insurance with $1,000,000 minimum limits, general liability coverage of $1,000,000 per occurrence, and automobile liability insurance with $1,000,000 combined single limit.
