Greenville Utilities Commission (GUC) is soliciting sealed bids for the procurement of power distribution transformers. The bid includes four distinct transformer types: 10 units of 150 KVA pad mount transformers (STK# 205220), 8 units of 300 KVA pad mount transformers (STK# 208240), 8 units of 150 KVA pad mount transformers (STK# 208260), and 25 units of 25 KVA CSP 7200V distribution transformers (STK# 205020). All transformers must be new, non-PCB certified, and comply with ANSI standards including C57.12.28-1988 and C57.12.90 specifications.
All padmount transformers must feature dead-front, loop-feed design with six high-voltage ESNA wells, parking stands, and RTE Bay-O-Net oil fuses with load sensing elements. Low-voltage terminals must be tinned copper with 16-hole bushing spade type connections capable of supporting bolted secondary faults. The 25 KVA CSP units require single-phase, single-bushing design with 12470/7200 volt primary to 120/240 volt secondary configuration, equipped with H.V. weak links, low-voltage secondary breakers, pressure relief devices, and MOV type arresters.
Bid evaluation will be primarily based on estimated total ownership cost (TOC) using the ElectriCities Transformer Formula, calculated as: TOC = Unit Cost + $7.80/watt x NL Loss + $2.10/watt x Load Loss, representing a 30-year ownership cost. Bidders must provide guaranteed average no-load and load losses at 85 degrees Celsius per ANSI Standard C57.12.90. If the TOC difference between apparent lowest cost units and other units is less than 3%, GUC may evaluate units on lowest initial cost basis, considering quoted delivery time. Delivery time is essential and must be twenty weeks or less. Certified test results must be submitted within five working days of transformer receipt. Transformers exceeding 10% of quoted no-load losses or 6% of quoted total load losses will not be accepted.
Successful manufacturers must be from GUC's approved list, which includes Power Partners/ABB, Central Moloney, Cooper Power Systems, ERMCO, GE/Prolec, Howard Industries, Kuhlman Electric Company, CG Power Systems, VanTran Industries Inc., JSHP Transformer, Alpha Plotter, Maddox Transformer, JST Power Transformers, and Kllen Group America. Bidders wishing to quote non-approved manufacturers must obtain conditional approval from the Director of Electric Systems prior to bid submission.
