RFB for Transformers

Greenville Utilities Commission seeks sealed bids for the procurement of approximately 175 transformers of various types and ratings. The bid includes conventional distribution transformers (15 KVA, 50 KVA, and 75 KVA models), CSP (Customer Service Point) distribution transformers (5 KVA, 10 KVA, 15 KVA, 25 KVA, and 50 KVA models), and padmount transformers (25 KVA, 75 KVA, 150 KVA, 500 KVA, and 750 KVA models). All units must be single-phase or three-phase 60 Hz transformers with specific voltage configurations, primarily 12470/7200 volt grounded wye primary configurations.

Bidders must submit detailed specifications including guaranteed average no-load and load losses in watts, manufacturer identification, place of manufacture, winding materials (HV and LV), core material composition, and core factor (KT) for temperature correction. Delivery time is a critical evaluation factor, with the Commission requiring delivery capability within 20 weeks or less to meet customer requirements. Award will be primarily based on the lowest estimated total ownership cost (TOC) using the ElectriCities Transformer Formula, with a 30-year ownership cost calculation that incorporates unit cost plus loss capitalization factors ($7.80 per watt for no-load losses and $2.10 per watt for load losses).

All transformers must be new, non-PCB certified at time of manufacture, and comply with ANSI standards C57 series. Bidders must provide certified test results for each transformer before shipment acceptance. Acceptable transformer manufacturers include Power Partners/ABB, Central Moloney, Cooper Power Systems, ERMCO, GE/Prolec, Howard Industries, Kuhlman Electric Company, CG Power Systems, VanTran Industries Inc., JSHP Transformer, AR Transformers Inc., Maddox Transformer, JST Power Transformers, and Kllen Group America. Non-accepted manufacturers require conditional approval from the Director of Electric Systems.

Key dates include a question submission deadline of May 7, 2026 at 5:00 PM EDT, and a bid submission deadline of May 26, 2026 at 2:00 PM EDT. Bids must be submitted in sealed envelopes addressed to the Procurement Manager at Greenville Utilities Commission, 401 S. Greene Street, Greenville, North Carolina 27834. Late bids will not be considered. Two copies of the proposal must be received by the deadline using the official proposal form, cost form, exception form, and E-Verify form provided.
