RFB for Tree Trimming Services for Region 2 & Town 2

Greenville Utilities Commission is soliciting sealed bids for tree trimming services along overhead primary distribution and transmission lines in Region 2 and Town 2 within its service area. The successful contractor will be responsible for supplying labor, tools, and equipment to perform line clearing services in accordance with GUC's Vegetation Management Guidelines and good forestry standards.

Region 2 encompasses approximately 114 miles of overhead primary distribution lines and 6.3 miles of transmission lines, with approximately 35 line miles where vegetation is within 10 feet of conductors. Town 2 includes approximately 111 miles of overhead primary distribution lines and 17 miles of transmission lines, with approximately 27 line miles where vegetation is within 10 feet of conductors. Secondary lines will not be trimmed. All trees and debris generated during trimming must be chipped and removed from the site and transported to GUC's designated chip dump area. The contractor must trim vegetation back to existing cuts of prior line-clearing activities and maintain a minimum 10-foot clearance from conductors per the guidelines in Appendix D. The contractor is also responsible for clearing and removing all brush within guy pockets and within a 6-foot diameter of each pole.

Work must be performed during normal GUC working hours (7:00 AM to 5:30 PM Monday through Friday, excluding holidays). The contractor must maintain close communication with the GUC Representative and may not commence work without direction from the GUC Representative. The contractor will be responsible for all damages to GUC or customer-owned facilities caused by its employees. GUC will provide advance notification to customers, and all tree trimming requests must be approved by the GUC Representative prior to removal. The contractor must respond to customer complaints within 24 hours, and if deemed valid by the GUC Representative, resolve the claim immediately.

Key dates include a Pre-Bid Meeting on June 30, 2026, from 2:00 PM to 4:00 PM EDT at the GUC New Operations Center, Engineering Building, 3355 NC 43N, Greenville, North Carolina. All questions must be received by June 30, 2026. The bid submission deadline is July 14, 2026, at 2:00 PM EDT at the Office of the Procurement Manager, 401 S. Greene Street, Greenville, North Carolina 27834. Work is scheduled to start July 6, 2026, and must be completed by February 26, 2027. Bids submitted by fax or email will not be accepted, and late bids will not be considered.
