RFB for Truck Tools

Greenville Utilities Commission is soliciting competitive quotations for the procurement of truck tools to be used in utility operations. The quotation request covers thirteen (13) items of hand and power tools including Razorback shovels, Ames picks, axes, rakes, sling blades, hole diggers, pitch forks, and sledge hammers. Estimated quantities range from 6 to 250 units per item, with suppliers required to maintain minimum stock levels for each tool type as specified.

The successful vendor will be awarded a multi-year contract with an initial twelve-month period at fixed prices, with options for annual extensions for up to two (2) additional years at the same or negotiated unit prices, based on market and service conditions. All items will be awarded as a total bid package to a single vendor. Bidders must provide detailed specifications including brand names, approved equivalent substitutes (if applicable), and expected delivery times. Pricing must exclude North Carolina sales tax and Federal Excise Tax, both of which will be added as separate invoice line items.

Delivery of all equipment shall be made Free on Board (FOB) to GUC Warehouse located at 701 Utility Way, Greenville, North Carolina 27834, during business hours of 8:00 AM to 4:30 PM Monday through Friday only. The vendor is responsible for all delivery costs and ownership risks until GUC issues written acceptance following inspection. All shipments must display the GUC purchase order number on packing slips and related documents.

Key dates include a question deadline of August 7, 2025 at 12:00 PM (EDT), and a quotation submission deadline of August 26, 2025 at 3:00 PM (EDT). Quotations may be emailed to haddocgc@guc.com or hand-delivered to the Procurement Manager at 401 South Greene Street, Greenville, North Carolina 27834. Award will be based on the lowest responsible, responsive bid that is most advantageous to GUC, considering factors such as price, quality, performance, reputation, and delivery dates.
