Greenville Utilities Commission (GUC) is issuing an invitation for sealed bids for the furnishing of AMR (Automated Meter Reading) Water Meters. The procurement includes five meter types with estimated quantities: 400 units of 5/8" x 3/4" positive displacement meters, 24 units of 1" x 1" positive displacement meters, 40 units of 1 1/2" positive displacement meters, 24 units of 2" positive displacement meters, and 15 units of 2" turbine meters.
All meters must meet AWWA Standard C-700-90 specifications and include sealed registers with absolute encoder technology meeting UI-1203 standards. Meters shall feature bronze case construction with removable bottom plates secured by stainless steel bolts, with registration readings in cubic feet. The transmitter must meet C707 requirements, and the electronic output shall be factory programmable to 4, 5, or 6 dial readings. Each meter must include an in-line ERT connector compatible with Itron endpoints and allow GUC to assemble and pot connectors. Serial numbers and GUC company numbers must be imprinted on the meters per specifications.
Meters are warranted to perform to or exceed AWWA New Meter Accuracy Standards for five years from shipment or 500,000 gallons, whichever occurs first. Acceptable manufacturers are Badger, Mueller, or approved equivalents. All bids must include freight costs in the quoted prices, and delivery shall be FOB GUC Warehouse at 701 Utility Way, Greenville, North Carolina. Delivery hours are 8:00 AM to 4:30 PM Monday through Friday only.
The procurement is structured as a multi-year contract with a total period not to exceed three years. Prices shall remain fixed during the first year, with options for annual extensions at same or negotiated unit prices for up to two additional years. Award will be made to the lowest responsible, responsive bidder whose evaluation indicates the award is in GUC's best interests, considering quality, performance, price, and delivery time. Meter compatibility with GUC's current read out types and CC&B billing system is required prior to acceptance.
