RFP 2026 Electrical Pole Change Outs

The City of Hallettsville seeks sealed bids for electric distribution construction work consisting of three main components: (1) replacement of 28 electric utility poles at various locations around Hallettsville on the HC-90, HC-100, and HC-110 feeder circuits, with existing V-phase tangent-framing replaced by three-phase tangent-framing and 120/240V transformer banks upgraded to three-cluster mounted units; (2) relocation of an existing three-phase, 240/480V platform-mounted transformer bank serving Pepsi Bottling Group on Highway 90 Alternate to a new three-phase cluster-mounted pole location approximately thirty feet toward the highway, including replacement of secondary service and metering package; and (3) relocation of an existing three-phase, 120/240V platform-mounted transformer bank serving Glen's Packing, Dollar General, Cole Theatre, and other downtown Hallettsville buildings to two new separate three-phase cluster-mounted pole locations with primary three-phase spanning over the Dollar General Building.

All work must be completed by September 25, 2026, with time of completion being essential to the contract. Work shall be performed on energized 12.49 kV overhead distribution lines. The contractor must provide all labor, limited materials (including concrete, asphalt, trench backfill, and water), services, and equipment necessary for completion. The City of Hallettsville will furnish overhead and underground electric materials including conduit and pole backfill material. Retired poles and salvageable materials shall be disposed of or returned to the City as directed.

Key dates include: RFB issued April 2, 2026; mandatory pre-bid meeting April 21, 2026 at 10:00 a.m. at City Hall (101 N. Main Street, Hallettsville, TX 77964); deadline for written questions April 24, 2026 at 12:00 p.m.; bid submission deadline April 30, 2026 at 2:00 p.m. via CivCast website; bid opening April 30, 2026 at 2:00 p.m. via Microsoft Teams; anticipated award date May 18, 2026. Bidders must submit qualifications, equipment information, safety records, and project references. Bid bonds of 5 percent of total bid and performance/payment bonds of 100 percent of contract price are required.
