RFP 239385 — Seeking 3rd Party Program Evaluation Services for Low Carbon Fuel Standard Programs

Pacific Gas and Electric Company (PG&E) is seeking a third-party evaluator to assess the performance of its existing portfolio of Low Carbon Fuel Standard (LCFS) funded electric vehicle programs. PG&E generates LCFS credits through the supply of low-carbon transportation fuels, including electricity and compressed natural gas (CNG), with LCFS electric credit revenues supporting the evaluated program portfolio.

The evaluation scope includes multiple programs: Pre-Owned EV Rebate (POEV), Multifamily and Small Business Direct Install (MSDI), Residential Charging Solutions (V1 and expansion), and Affordable Public Charging (APC). Starting in 2026, PG&E's program will transition to an annual modification cycle allowing for new program proposals and modifications on a regular cadence. The third-party evaluator's primary objective is to answer significant questions supporting the ongoing evolution of PG&E's LCFS program portfolio.

The evaluation contract will span from 2026 through 2029, with the option to extend based on future LCFS implementation plans. All suppliers, employees, subcontractors, and sub-suppliers must adhere to PG&E's Supplier Code of Conduct throughout the engagement.

Interested suppliers must register their interest by February 27, 2026, at 3:00 PM PT through the Wood Mackenzie event portal. The formal RFP will be released tentatively in March 2026, with responses due March 31, 2026, by 3:00 PM PT. Not all respondents to this announcement will be invited to submit formal bid proposals.
