RFP-25-105 Substation Maintenance Testing, Advisory, & On-Call Services

The City of Banning is seeking a qualified entity or individual to provide comprehensive substation maintenance testing, advisory, and on-call services. The City anticipates selecting one firm to perform the services identified in this Request for Proposal. The selected contractor will be responsible for performing maintenance and testing tasks on power plant and substation electrical equipment, including transformers and high-voltage equipment.

Key dates include a pre-proposal conference on September 2, 2025 at 9:00 PM, a Q&A deadline of September 11, 2025 at 11:00 PM, and a proposal submission deadline of October 2, 2025 at 11:00 PM. All proposals must be submitted through the designated procurement portal.

The scope of work encompasses substation/high voltage electrical maintenance and repair services, transformer maintenance and repair services for high-voltage equipment, and on-call advisory services. The contractor must demonstrate a demonstrated ability to perform the identified tasks and comply with prevailing wage requirements as specified in the Professional Services Agreement template provided.

Proposals will be evaluated based on vendor qualifications, experience, technical capabilities, pricing, and other criteria specified in the RFP document. The resulting contract will be governed by the Professional Services Agreement template included as Attachment A, which includes prevailing wage requirements.
