RFP 25-110 ON-CALL HYDRAULIC FEASIBILITY STUDIES

The City of Banning is seeking qualified engineering consultants to provide on-call hydraulic feasibility studies for water, wastewater, and recycled water systems on a one-year contract with two optional one-year extensions. Services include review of existing hydraulic models and scenario assumptions, feasibility and concept plan studies with recommendations, overall system evaluation of capacity and efficiency, hydraulic model calibration and adjustment, and related services required for private development projects and capital improvements.

The City of Banning, located in Riverside County along Interstate 10, currently serves approximately 32,000 residents through 11,000 water connections and 10,500 sewer connections. The potable water supply is primarily groundwater from 21 potable wells and three co-owned wells across five basins, supplemented by imported water from San Gorgonio Pass Water Agency. The wastewater treatment plant processes approximately 2.08 mgd average dry weather flow, with tertiary treated recycled water expected to be available within three years for landscape applications. The scope of work encompasses off-site analysis on City-owned and new development utility facilities to be dedicated to the City; on-site analysis is the developer's responsibility. Consultants must provide hourly rates for each staffing classification with expected distribution of duties including report preparation, hydraulic modeling, exhibits/maps, review, and secretarial work.

Key dates include a pre-proposal conference on September 3, 2025 at 8:00 PM, question and answer deadline of September 10, 2025 at 11:00 PM, and proposal submission deadline of September 24, 2025 at 11:00 PM. The contract includes prevailing wage requirements per the attached Professional Services Agreement template.
