RFP 26-04 – Docket TBD, Louisiana Public Service Commission, ex parte. In re: Audit of Purchase Gas Adjustment filings for Delta North Louisiana Gas Company, LLC for the period of April 1, 2025 through March 31, 2026;

The Louisiana Public Service Commission is seeking qualified outside consultants to assist Commission Staff in conducting audits of purchase gas adjustment (PGA) filings for three Delta Utility Companies: Delta North Louisiana Gas Company, LLC, Delta South Louisiana Gas Company, LLC, and Delta Capital Gas Company, LLC. The audit periods are April 1, 2025 through June 30, 2026 for Delta North and Delta South, and July 1, 2025 through June 30, 2026 for Delta Capital. These are the first audits of these utilities' PGA filings since their acquisition from CenterPoint and Entergy entities.

The scope of work includes reviewing and analyzing each utility's fuel purchases and usage; drafting, reviewing, and analyzing discovery and responses for each PGA audit; reviewing workpapers and financial data; identifying irregularities in monthly filings; preparing three separate audit reports and direct testimony as necessary; preparing recommendations regarding methodology for recovery of any identified irregularities; and participating in meetings, conference calls, and Commission Business and Executive Sessions. Applicants must review the Commission's PGA Order (dated March 24, 1999) and demonstrate familiarity with its requirements. The work shall continue through conclusion of all related dockets, including Commission consideration at Business and Executive Sessions.

Key dates include submission deadline of Thursday, June 4, 2026, with consultant selection anticipated at the Commission's June 2026 Business and Executive Session (currently scheduled for June 17, 2026). The estimated time period to complete the scope of representation is approximately 18 months. Applicants must provide hourly rates and a total not-to-exceed budget, separating professional fees from direct costs.
